国土交通省は、地球温暖化の進行が引き金となった洪水や渇水などの水資源問題を解明することを目的に、地球上の水循環を扱う水文・水資源学会（会長・楠田哲也氏）の協力を得て専門の研究組織を設置、五日に初会合を開催した。
降水量予測に関する検討や水資源の安定性への影響分析などに取り組み、二〇〇四年度末までに最終報告をまとめる。国交省では、今後の水資源開発や河川整備などの政策に反映させる考えだ。
専門組織「気候変動が水資源に与える影響評価研究会」（委員長・沖大幹氏＝総合地球環境学研究所助教授）は、水資源の安定的な確保を目指し、地球温暖化が降水状況などに与える影響を評価する。
〇三年度は降水量の変動に関する分析や予測法などを検討。気象庁が作成した降水予測モデルなどをもとに、地域や季節などの条件の違いによる影響も含めて討議する。〇四年度は水資源の需給予測や河川流域の変化、ダムなどの開発施設と取水への影響などの具体的な項目について議論する。
国交省によると、日本の年平均地上気温は二十世紀の百年間で一度Ｃ上昇し、地球全体の平均値〇・六度Ｃを上回った。さらに今後百年間では一・四−五・八度Ｃ上昇するとの報告もある。国内降水量の過去百年間のデータによると、全国五十一の観測地点の平均値は次第に減少する傾向を示し、年によって多雨と少雨の変動幅も大きくなっている。
国交省は水循環の専門家による研究組織を通じて水資源の安定確保などに役立てると同時に、一部に批判のあるダム建設などの大規模な河川開発の必要性についても論理的な裏付けを得たい考えだ。
