農水省は補助金の支払いで、環境保全型の農家を優遇する仕組みを導入する方針を固めた。環境に配慮した農業を促すとともに、意欲ある営農者を育て農業の競争力強化を図る。同省は国際的な通商ルールに触れないよう補助金の見直しを始めており、その一環。営農や国の政策が環境に与える影響を評価する指標もつくる。
欧州では、環境の汚染者が浄化費用を負担する「汚染者負担の原則」の考え方を農業に応用。一定の環境配慮を義務付けて、基準を上回る環境保全型の農家に「環境支払い」という補助金を払っている。
農水省はこれを参考に、０５年度にも「環境支払い」制度を導入。ほかの農業補助金でも、環境保全型の農家を優先する横断的な仕組みを検討する。
例えば農家が減農薬・減肥料に取り組むと、収量が減る一方、雑草処理など手間が増えるため、新たな仕組みで支援する考え。具体的には大気や水、土壌、生態系に与える影響を、定量的に示す指標を検討。水の場合、化学肥料や家畜排泄（はいせつ）物で汚染される度合いを窒素やリンの濃度で評価したり、生物の数を指標にしたりする。
世界貿易機関（ＷＴＯ）ルールでは、生産活動を刺激する補助金は削減対象となっているが、直接支払いは削減義務の対象外。同省は、農政の指針である「食料・農業・農村基本計画」改定の柱として、補助体系や環境評価の指標の素案を来年中に示す方針で、新たな「ばらまき」にならないような仕組みづくりが課題になる。
