ダムを抱える自治体がつくる「ダム所在市町村全国協議会」（ダム協）で５月、異変が起きた。
ダム協理事会で鬼石町の関口茂樹町長（５７）が会長に選ばれたのである。当選５回、１７年に及ぶ「長期町政」のかじを取る関口さん。だが、異変の理由はそのことではない。関口さんは、自他ともに認める群馬の元祖「脱ダム派」だ。
ダム協は、国と歩調を合わせた「推進派」「水源維持派」や、「ダム地域振興派」などダムとの共存を唱える首長が大半を占める。
「ご承知の通り、私は脱ダムですから。迷惑をかけるかもしれません」と関口さんは固辞した。だが、理事会は「こういう時代ですから」と、あえて関口さんを会長に推したという。
「無念ですが、神流（かんな）川は死にました」と関口さんは言う。利根川の支流で、四国・四万十川もしのぐと言われた清流が「ただの水路になってしまった」と。
３５年前、鬼石町に総貯水量１億３千万トンの「下久保ダム」が完成した。神流川はせき止められ、巨大なダム湖ができた。関口さんは「特にダムから下流は決定的に変わりました」と説明する。
ダム直下にある国指定の名勝・天然記念物「三波石峡」から下流３キロはかつての流れを失い、ヨシが繁殖し、水は悪臭を放つようになった。ダムは上流から運ばれてくる土砂もせき止める。一昨年から「維持用水」の放流も始まったが、三波石峡の川床は洗われ、５メートルほどもえぐられた。魚はすめなくなり、子どもらは水遊びをやめたという。
今月１日、前橋市内で開かれた「八ツ場ダムを考える会」総会。関口さんは参加者の１人として、発言を求められた。
「下久保ダムと八ツ場ダムはほぼ同じ規模です。下久保に三波石峡があり、八ツ場の下流には吾妻渓谷がある。ダムがひとたび造られると、川は死んでしまいます。そのことを経験をした町の者として、発言しなきゃなりません」
下久保、八ツ場両ダムは利根川の氾濫（はんらん）などで、死者１１００人を出した「カスリーン台風」（４７年）を教訓として作られた利根川上流ダム計画の一環である。
だが、八ツ場ダムは下久保ダムと違い、地元の激しい反対運動に遭った。ダム計画が持ち上がってすでに半世紀を超えた。
吾妻川をせき止めて造る八ツ場ダムでは、秘湯川原湯温泉が丸ごと水没することになる。事業、補償費の総額は８６年の概算で２１１０億円。立ち退きを余儀なくされる住民らの生活再建費を含め、最終的には５千億円以上の巨費に膨れあがるとの見方もある。
一方、八ツ場ダムの存在理由となった首都圏への水供給も、「水余り」状況ではないかと、疑問符がつき始めている。
「考える会」の事務局長で、沼田市に住む真下淑恵さん（５５）は「八ツ場ダムはまだ終わっていない問題です。無駄な公共事業は気がついたらやめられる、方向転換するという勇気を持ちたい」と話す。
６日、ダム協の「現地研究会」で５０人ほどのメンバーが鬼石町を訪れる。関口さんは下久保ダムや三波石峡を案内する。
「現場を見てほしい。むろん反面教師として」。苦い自戒を込めて。
