環境経営の動きが活発になってきた。環境省は、「環境経営促進法（仮称）」を来年の通常国会に提出する方針を決めたようだ。経営に環境の観点を取り入れ、環境保護を推進することは、すべての企業に与えられた社会的責務である。この法律は、市場が企業の環境経営を評価し、環境に配慮した経営を実践している企業を優遇するというものである。
例えば、環境配慮経営を実施していることが認められた企業は、政府・自治体による物品調達、入札、補助事業などの際に優遇措置が受けられることになるだろう。その際、ISO14001を認証取得している企業やエコマークを取得している企業等は有利になることが予想される。
企業は、環境問題に関する考え方や取組みの内容、取組みの実績、将来の目標などを体系的にとりまとめた環境報告書を公表し、社会に誓約することにより、社会的な説明責任を果たすことができる。将来、企業は、自社の環境方針に従って、環境保全活動に取組み、環境に配慮した経営を推進することにより、環境保全及び利益創出を同時に実現させる智恵が必要になってくると思われる。
この法律が成立すれば、企業が開示する環境報告書の信頼性を客観的視点から第三者が評価する仕組みが重要となる。そのためには、環境報告書の開示基準や審査基準の整備が必要である。環境保全を行うべき事業分野としては、製造業、サービス業、農業など全ての事業が関係してくる。当然、大企業から中小企業まで事業者の規模も様々である。ISO14001を取得し、環境マネジメントシステムを運用している企業は、１万件を超えており、これらの企業が環境報告書を積極的に開示することで、環境経営の実態が公表されることが望まれる。
一方、ISO14001を認証取得するためには、人的な面や費用の面で厳しい企業も多いと思われる。取得の際、税制面等での支援や優遇措置があれば、取得する企業が増えることも予想できる。また、国においては、人的・費用面でネックとなっている企業が簡単に取組むことができるような簡易なマネジメントシステムの仕組みを開発し定着させることも大きな課題であろう。環境省が既に推進している環境活動評価プログラム（エコアクション21）の普及が望まれるところである。
内閣府が平成13年に実施した「国民生活モニター調査」によれば、今後企業が社会的信用を得るためにさらに力を入れるべきものとして、「環境保護」を回答者の71％が挙げている。また、平成14年度版環境白書によれば、企業の環境活動においては、社会貢献の一環としての環境保全活動のみならず、経営方針に環境保全を織り込み、環境保全を経営戦略の重要な一要素と位置付ける動きのあることが報告されている。
本年３月に発表された経産省産構審「産業と環境小委員会」の中間報告によれば、環境と経済の両立に向けた論点の中で、企業の自己責任を重視する方向での国や自治体による規制の緩和や合理的体系化の検討が必要であるとの指摘もある。しかし、企業における環境保護活動を着実に進めるには、今後、「環境経営促進法（仮称）」が制定されることにより、環境保全と利益創出が両立できる智恵のある環境経営が定着することを期待したい。
