共通商品券「ワン券」を発行している高畠町で1日、今度は日本円同様に使用できる地域通貨が登場した。その名も「ニャン券」。町商工会が、消費による地域内経済の活性化を図ろうと発行したもので、来年2月29日まで利用できる。
ニャン券は、同町高安にある猫の宮を印刷。2種類あり、500円分の500ニャンが4万枚、1000円分の1000ニャンが1万枚発行された。1000円紙幣とほぼ同じ大きさ。いずれも、ナンバリングされ、コピー防止の細工が施されている。裏には、8つの印鑑スペースがあり、入手した店舗が押印することで、使用経路を知ることができる。
利用できるのは登録した約200事業所。目印に黄色ののぼりが立ち、ステッカーも張ってある。既に流通している町内共通商品券「ワン券」の使える酒屋や800屋などの商店に加え、スナックや食堂、旅館、建築会社、自動車販売会社などが参加。店舗によって割引などの特典が用意されている。登録業者のみが山形第一信用組合で換金できる。
高畠商業協同組合は、1985（昭和60）年、地元商店街で利用できるワン券を導入。これまで約900万円分を発行し、地元企業のボーナスやゴルフコンペの景品などとして定着してきた。これが評価され、中小企業庁の地域通貨モデル実践支援事業を展開する地区指定を受け、今回の“ニャン券発行”となった。
地域通貨は、円にはない付加価値を持たせ、地産地消の発想による地域内経済の活性化が見込まれている。商工会は「ニャン券の結果分析から、ワン券の利用拡大を図り、観光客の活用による“外貨獲得”と、都市農村交流の活発化につなげたい」と期待を寄せる。
券は商工会、太陽館、山形第一信用組合本店で販売。購入10万円分を限度に、先着1000万円分まで購入額より1割多い券が配られる。問い合わせは商工会0238（52）0576。
