偵察衛星をＮＰＯでシェアできたら面白いね
１メートル大の物体を識別 来年から打ち上げの偵察衛星
内閣が運営するのだけど、なにをいつだれが見るのかがぜんぜんオープンでないみたい。
みんなでお金だしあって民営の監視衛星打ち上げてしまえば、すごいパワーになると思う。
もはや、マスコミとか国のプレゼンテーションとか聞く必要なく知りたいことが分かっちゃうんだから。
いまイラクにアメリカがどれくらい誤爆しているかとか、ゴミの不法投棄がどれぐらい進んでいるかとかね。
来年2月に打ち上げが始まる国の情報収集衛星(偵察衛星)の概要が21日、明らかになった。天候にかかわらず24時間以内に地球上どこでも撮影ができ、1メートル大の物体を見分ける能力を持つ。軍事情報の収集を含む安全保障目的の初の衛星で、平和利用を掲げてきた日本の宇宙開発政策が転換点を迎える。衛星の運用実態や撮影結果がどこまで公開されるかは不明で、あらためて議論を呼びそうだ。
情報収集衛星は、98年8月の朝鮮民主主義人民共和国(北朝鮮)によるテポドン発射を受けて計画が閣議決定された。来年2月と夏に光学センサー(望遠鏡)衛星と合成開口レーダー衛星を各2機打ち上げ、4機で一つのシステムとする。
政府関係者によると、1機の衛星は重さ約2トン。南極と北極の上空を通る極軌道を周回しながら移動。光学センサー、レーダーとも24時間に1回は地球上のあらゆる上空を通過して、地上からの操作で向きを調整して目的地を撮影する。高度は400~600キロの間。設計寿命は5年。
物体を見分ける能力(分解能)は光学センサーだと約1メートル。レーダーは天候や雲などの影響を受けず、分解能1~5メートル。これらのデータを合成、分析して建物や土地の利用状況を探る。
各省庁から撮影や分析依頼を受けた内閣衛星情報センター(東京都新宿区)が、優先順位をつけ、運営方法を決める。
毎日特定の場所を撮影することで変化を確認したり、大規模災害の現状を把握したりするなどの利用が想定されている。軍事施設の整備状況やチェルノブイリのような原子力事故を早期に把握するのにも役立つ。
特定施設を連日撮影するには、センサーの向きを固定する必要があるため、別の施設や災害地などの観測が難しくなる。人間の追跡はできない。
衛星の開発、製造、打ち上げにからむ総費用は約2,000億円。最終的な組み立てを宇宙開発事業団が担当し、国産主力ロケットH2Aで打ち上げる。
地上管制系は、内閣衛星情報センターのほか、北海道、茨城県、鹿児島県に地上局を設置した。関係省庁からの併任を含めた総勢300人の組織が、衛星の管制やデータ解析に向けた訓練を続けている。
外観は非公開。軌道が特定されるデータや地上と結ぶ通信用の周波数、発電能力が推定できる太陽電池パネルの大きさなども機密だ。故障が発生し、運営に支障が出ても公表されない見込み。運用状況がどこまで公開されるかもはっきりしない。 (14:51)
